Washington Examiner’s Josh Siegel reports that President Donald J. Trump has signed two proclamations that “will shrink Utah’s Bears Ears and Grand Staircase-Escalante national monuments, framing the decision as a sharp rebuke of former President Barack Obama's use of executive authority.”

President Trump explained the move as an important stand for local communities against federal overreach. “Families and communities of Utah know and love this land the best, and you know the best how to take care of your land and how to conserve this land for many generations to come,” he said.Secretary of the Interior Ryan Zinke emphasized the move would better preserve public access, conservation management, and opportunities for recreation at the two monuments.

Writing in The Salt Lake Tribune on the monument proclamations, Utah state leaders Greg Hughes and Wayne Niederhauser gave thanks to President Trump for following through on a promise to voters. “This is great news for the residents of southern Utah who depend on the use of public lands for their livelihoods and the Native Americans who depend on access to Bears Ears lands for their material and spiritual needs,” they write.

“Dow 24,000 is so last week — how about 25,000 by the end of THIS week?,” asks Shawn Langlois in Market Watch. “Wharton’s Jeremy Siegel, in our call of the day, told CNBC following last week’s milestone that the blue chips are poised to take out 25,000 in a matter of days, thanks mainly to the passage of Trump’s tax reform package,” Langlois writes.

In immigration news, Patrick Goodenough of CNS News reports that since October 1, there has been an 83 percent drop in refugee admittance to the U.S. compared to the first two months of the last fiscal year. This news comes as the Administration has decided to withdraw America from the U.N. global compact on migration, which U.N. Ambassador Nikki Haley argued “is simply not compatible with U.S. sovereignty,” safety, or security.

Another day, another record President Donald J. Trump has frequently mentioned that he hopes Republican tax cuts will deliver an early Christmas gift for all Americans this December.
On at least one count, it looks like Christmas may have come even sooner than expected.
The Dow Jones Industrial Average closed yesterday at a new record high of 24,290—the 64th record-setting close for the stock market under President Trump. This latest surge came as the market climbed more than 200 points to open trading yesterday morning, buoyed by news from over the weekend that Republican senators had voted to pass sweeping tax-reform legislation.

Fact vs. fiction on federal monuments
President Trump visited Salt Lake City, Utah, yesterday to announce two major proclamations modifying the boundaries of the Bears Ears and Grand Staircase-Escalante national monuments.
As usual, there’s plenty of misinformation making the rounds. Here are a few quick facts to correct the record:
  • Myth: No president has ever shrunk a monument. Fact: Monuments have been shrunk at least 18 times—by presidents on both sides of the aisle.
  • Myth: This move will sell or close national parks. Fact: No national parks are under review, and the Administration adamantly opposes wholesale transfer of any public lands.
  • Myth: The review was done behind closed doors. Fact: Secretary of the Interior Ryan Zinke personally held more than 60 meetings with local stakeholders, including numerous tribal groups.
The media is exactly right on one point, though: This is a significant decision by the President worth reading about in full.

Amid the recent headlines on tax reform, a solemn occasion may have slipped by unnoticed by many last Friday. President Trump proclaimed December 1, 2017, as World AIDS Day, a moment to “honor those who have lost their lives to AIDS [and] celebrate the remarkable progress we have made in combatting this disease.”
Ambassador-at-Large Deborah Birx, M.D., highlighted how U.S. leadership has been the difference maker. When the President’s Emergency Plan for AIDS Relief (PEPFAR) “began in 2003, only 50,000 people were receiving lifesaving antiretroviral treatment (ART) in sub-Saharan Africa. Today, PEPFAR supports more than 13.3 million men, women, and children on ART.”

The road ahead for tax reform After a busy week of discussions and compromise, Senate Republicans backed up a major promise to the American people by passing the Tax Cuts and Jobs Act early Saturday morning.
The bill now advances to a congressional conference committee, which will reconcile any differences between the Senate’s version and similar legislation passed by the House last month. This process—an indispensable component of American democracy—will ensure that all voices are heard and that the final product sent to President Donald J. Trump later this month is the bill’s strongest version yet.

What President Trump will tell Utah today
President Trump will travel to Salt Lake City, Utah, today to deliver an important message at the State Capitol. In April, the President ordered an extensive review of all large federal land expansions made since 1996 under the Antiquities Act—a 1906 law intended to safeguard national monuments that’s become a pretext for massive federal land grabs.
That report will be released this week. When the President goes to Utah today, he will lay out his proclamation to modify the boundaries for both the Bears Ears and Grand Staircase Escalante national monuments, explaining how certain past abuses of the Antiquities Act have harmed local communities. It’s an important decision worth illuminating clearly. Here’s what the President’s proclamation does:
  • Corrects past federal overreach
  • Protects objects of national significance and prioritizes public access
  • Facilitates infrastructure upgrades and maintenance
  • Ensures tribal cultural use
  • Protects hunting and fishing rights

  • Here’s what it doesn’t do:
  • Sell public lands wholesale
  • Close or shrink national parks
  • Drill for oil in national parks
  • Leave tribal artifacts or fossils unprotected




December update on the President’s nominations
On Friday, President Trump sent 12 nominations to the Senate for approval, including Jeffrey DeWit of Arizona to be chief financial officer of the National Aeronautics and Space Administration, James Williams of Utah to be chief financial officer of the Department of Labor, and Mark Schneider of the District of Columbia to be director of the Institute of Education Science at the Department of Labor.
Last week, President Trump nominated respected monetary economist Marvin Goodfriend of Pennsylvania to become a member of the Board of Governors of the Federal Reserve System. View the full list of nominations here.
